Hi, Census Data is maintained by the US Census Bureau and is not subject to NYC Open Data. Some entities may not be covered by NYC open data law. You can find further detail on the law here: http://www1.nyc.gov/site/doitt/initiatives/open-data-law.page Dept. of City Planning does make the NTA shapefiles available so you can join Census data that you would like map.
