Water Licence Locations

Hello, I downloaded the Water Licence Locations file from the website however the "Location" column for the Central Highlands Regional LGA is mostly full of "no data" and has some other entries like "1832" which I can't make sense of. Is it possible to obtain coordinates for each of these licences or perhaps a KMZ/SHP/DXF file showing the locations of each water licence on a map? Thank you in advance for your assistance.
