Total Length of all Sidewalks and all Roads for which the City clears the snow

I am interested in calculating the cost per kilometre for clearing the snow from a) city-maintained sidewalks, and b) city roads. I have found the total budget for snow and ice removal, but I now need to know how that is split between sidewalks (incl. cycle paths) and roads. Then I need to be able to divide it by the number of km. the City clears for those amounts. Ultimately I would like to be able to multiply the per km. value to any street that is undergoing significant constructionh in the near future (e.g. the upcoming Jasper Ave reconstruction) and be able to see on a map which portions of the roadway are cleared by the City and which are the responsibility of private owners. Then I would be able to add together the length of each portion of the roadway that is cleared by the City, get a total nbr of km. and calculate the total average annual cost for the City to clear that particular roadway. That total can then be compared with alternative methods of clearing the snow such as solar-powered and geothermal sidewalk heating. Thanks.
