Top of Bank Spatial Data

I am thankful for the open data, including full topography, that does exist on the site, but can the City please make the Top of Bank data available, as per page 6 ("City Wide Top of Bank Development") of the Top of Bank Update 6: http://webdocs.edmonton.ca/InfraPlan/CurrentProjects/TopOfBank/TopOfBankPolicyUpdate6.pdf
